Wow, a bit surprised things changed so much around the java gradle plugin. I guess I should look into 2.3.0 :)
Is the intention for this to be a commit preview, and we wait until after the RC is out to update it?

This will make the upgrade to Kotlin 2.3.0 smoother, as it no longer supports targeting Kotlin 1.8, which is what the `kotlin-dsl` plugin attempts to do. We still use `kotlin-dsl` in `build-logic`, which is what it's meant for anyway.
