Author refresh doesn't update provider fields on existing books #3105

Problem

Split out of #2306. Refreshing an author does not update provider managed fields on books that already exist, such as release date, language and description, so corrections made upstream never reach the library unless each book is rebound by hand.

Proposed solution

On refresh, update provider managed fields from the current record unless the field is locked or was edited by the user. This changes behaviour for every existing install, so it needs its own changelog line and should respect the field locks and the concurrent edit guards (#2926, #3038).
