Assembles 20 fragments into ## [v1.39.0] - 2026-09-29 (4 Added, 1 Changed, 12 Fixed, 3 Docs) and clears changelog.d/. Two fragments are folded out as internal: the race detector test fix and the ledger only Calibre entry (covered by the delivery queue entry).

Minor bump: new features (delivery queue, pull mode, multi format, duplicate review) and migration 095.

Changelog assembly looks clean. 22 fragment files deleted; 2 correctly excluded (delivery-test-races: internal race-detector fix; calibre-deliveries-table: superseded by the full delivery-worker entry). The 20 remaining entries match their source fragments verbatim, sections are in order (4 Added, 1 Changed, 12 Fixed, 3 Docs), and the version header and date are correct. No concerns.
