Problem

The webR/gh-pages build (webr.yml) fails at rwasm dependency resolution:

Error in res_one_row_df(entries) : nrow(out) must equal 1

Root cause: r-lib/pkgdepends #462 — a bug in pkgdepends 0.9.1 resolving a package's full dependency graph against the r-wasm repo. The r-wasm/actions@v2 build-rwasm step runs pak::pak("r-wasm/rwasm"), which reinstalls the latest (buggy) pkgdepends, overriding the patched version baked into the webR image.

Fix

Upgrade the reusable workflow r-wasm/actions/.github/workflows/deploy-cran-repo.yml from @v2 → @v3. v3's build-rwasm/code.R removed the pkgdepends reinstall and uses the patched pkgdepends already in the webR image (the fix the webR maintainer applied for #462). Same inputs (packages/webr-image/compress), so it's a drop-in upgrade that keeps us on the latest webR toolchain.

Verify after merge

Re-run webr.yml on devel (couldn't test from the branch — the github-pages environment is restricted to devel/main).

v2's build-rwasm code.R reinstalled the latest pkgdepends (0.9.1), which
has upstream bug r-lib/pkgdepends#462 (res_one_row_df: nrow must equal 1)
when resolving a package's full dependency graph against the r-wasm repo.
v3 drops that reinstall and uses the patched pkgdepends baked into the
webR image, fixing the deploy.
