• No prerequisite is treated as closed without its required evidence and authority.
• Conflicts, limitations, missing evidence, and proposed interpretations are explicit.
• Only the final product/design authority determines whether STATUS.md may change.
• Decision is recorded through reviewed repository process and not self-merged.

Explicit non-goals

• No automatic gate opening.
• No semantic implementation, adapter execution, admission, envelope generation, Rego generation, runtime decision, or readiness claim.
• This issue must not be closed merely because component work has started.

Dependencies

• Blocked until the owner determines the evidence docket is complete.

Current gate impact

This is the only consolidation point for a future owner decision. The semantic implementation gate remains BLOCKED unless an explicit owner decision changes STATUS.md.

RECONCILIATION STATUS — 2026-08-17

Historical state:

• OIC-GC-007 was framed as a binary consolidated gate: prerequisites complete → owner decides whether the semantic implementation gate opens.
• That framing no longer fits the repository. It cannot express states the evidence has since produced, and using it would force distinct assurance levels into one bit.

Successor framing: this issue is rebaselined as the controlling OIC STATUS / ASSURANCE RECONCILIATION. It is not renamed "gate open" and this comment opens no gate.

Eight bounded states, never collapsed:
design → implementation → structural verification → result-bearing observation → technical adjudication → owner claim freeze → institutional validation → independent assurance.

A later state never implies an earlier one is stronger than it was, and no state implies the next.

Technical adjudication and the owner freeze

• That freeze is a claim decision at its explicit assurance ceiling: internal technical assurance, T-POS-04 an evidentiary limitation, no official CDC authority, reliance, issuance, acceptance or legal effect.
• It is not authority to update STATUS.md, and this comment does not treat it as such.

STATUS.md classification

Current STATUS.md on main reads OWNER-AUTHORIZED BOOTSTRAP — PRE-EXTERNAL-REVIEW, with "Semantic implementation gate: BLOCKED until the preflight corpus manifest and ZTL/VEIP provisional-interface records are completed."

Classification: STALE_BUT_NOT_YET_AUTHORIZED_TO_CHANGE.

Reasoning, both directions:

• Stale in one respect — the ZTL provisional-interface record named as a blocking precondition now exists (PR ztl: supply provisional interface-freeze evidence #18, OIC-GC-003 — ZTL provisional interface freeze evidence #7 closed at provisional level), so one of the two stated conditions is satisfied.
• Not stale in the respect that matters — the preflight corpus manifest is not complete (OIC-GC-005 — Procurement preflight corpus selection and provenance #9), the VEIP record is incomplete by its own statement (OIC-GC-004 — VEIP dependency and interface dossier #8), and the gates own stated condition therefore remains unmet. "PRE-EXTERNAL-REVIEW" also remains accurate: no independent reproduction (OIC-GC-006 — Independent Tier-1 ZTL reproduction #10), no qualified licensing review (OIC-GC-008 — Licensing and dependency compatibility review #12), no institutional validation.
• So the accurate reading is that STATUS.md understates the internal technical evidence accumulated since it was written, while correctly stating that the semantic implementation gate is BLOCKED.

STATUS.md is not changed by this reconciliation, and no change is authorised by it.

Owner decision required: whether to issue a separate decision artifact that records the accumulated internal technical evidence without opening the semantic gate — for example docs/decisions/OIC-OWNER-DECISION-00X-STATUS-RECONCILIATION.md, stating what is measured, at what assurance class, with which limitations, and explicitly reaffirming that the gate stays BLOCKED pending #8, #9, #10 and #12. Drafting and implementing that artifact is not performed under this work order.

Current status: OPEN — controlling status/assurance reconciliation.

Remaining closure conditions: #8, #9, #10 and #12 resolved; institutional validation and independent assurance obtained; only then is a consolidated gate decision meaningful.

Claim ceiling: nothing in this matrix establishes institutional CDC authority, reliance, issuance, acceptance, legal effect, production conformance, external bypass resistance, or distributed consistency. Every MEASURED row is internal, self-assured, and synthetic where so marked.

CORRECTION TO RECONCILIATION STATUS — 2026-08-17

Owner correction. One sentence in the preceding reconciliation comment requires precision and is superseded.

Superseded wording:

"one of the two stated conditions is satisfied"

Why it was imprecise: STATUS.md requires completion of

1. the preflight corpus manifest; and
2. the ZTL/VEIP provisional-interface records.

Requirement 2 is compound. The ZTL component is established at the provisional interface-evidence level through merged PR #18; the VEIP component remains incomplete through #8. Describing that as satisfying "one of the two conditions" implies a whole precondition was met. It was not — one component of one compound precondition was.

Corrected statement:

• No complete STATUS.md gate precondition is yet satisfied.
• One component of the compound ZTL/VEIP requirement is satisfied.
• The semantic implementation gate remains BLOCKED.
• The prior conclusion that STATUS.md understates accumulated internal technical evidence remains valid and is not disturbed by this correction.
• No STATUS.md change is authorized by this correction.
