chore: keep agent instructions and internal development records local - #115

Agent instructions and internal development records are kept locally and are no longer tracked. The OpenSpec CI job is removed, the docs-only classifier and its tests no longer allowlist that path, and the remaining references (CODEOWNERS, CodeQL path filter, README, gates.yaml) are updated.

Agent instructions and internal development records are kept locally and are no longer tracked; the OpenSpec CI job is removed. No file under the removed paths was needed by the build or the tests, so nothing moved.
