fix: reduce noisy session startup errors

Summary

• Treat invalid Vercel tokens as reconnect-required errors when loading or selecting linked projects.
• Bypass BotID checks outside production and preserve branch/PR metadata while sandboxes are still provisioning.
• Add accessible dialog descriptions and reserve a sandbox timeout buffer for before-stop hooks.
