TUI smoke tests were sharing active local Workflow runs across cases, which made queue and steering checks nondeterministic.

Why

The smoke harness assigns each test a temporary WORKFLOW_LOCAL_DATA_DIR. After #806 moved local Workflow state under .eve/.workflow-data, eve stopped honoring that override.

CI logs showed each server restart re-enqueueing more unfinished runs, from 3 to 6 to 9. The same SHA then passed and failed tui-queue-steer.ts: the failed copy waited 120 seconds for a steered response while old runs remained active.

Hypothesis

Restoring the existing override at the canonical local-data resolver should send each smoke test to its owned temporary directory. This prevents unfinished runs from leaking into later cases without changing the default .eve/.workflow-data location.

Change

honor non-empty WORKFLOW_LOCAL_DATA_DIR values in resolveLocalWorkflowWorldDataDirectory()
preserve .eve/.workflow-data when the variable is absent or empty
cover both paths with a hermetic integration test, including ambient environment overrides

Validation

reproduced before the fix: the new integration assertion failed because version.txt appeared under the app root instead of the override
focused integration test: 9/9 passed
focused integration test with an ambient override: 9/9 passed
hosted-runtime exclusion scenario: 1/1 passed
pnpm --filter eve typecheck
oxlint, oxfmt --check, and git diff --check

The live TUI smoke suite requires AI_GATEWAY_API_KEY, which is unavailable locally. CI can perform that final end-to-end check.
