What changed

The local tracing subsystem moves from src/harness to a new top-level src/tracing module (#tracing/*):

`agent-trace-context-store`	per-session/turn trace state across steps
`agent-trace-span-processor`	routes agent-owned trace ids to child processors

The split line: the harness keeps the instrumentation vocabulary the tool loop owns — instrumentation-lifecycle, the hooks, the AI SDK bridge, the runtime registry, and the runtime-context builder. Tracing is one consumer of that surface; it imports the vocabulary, and nothing in harness imports back (rg '#tracing/' src/harness is empty). Consumers (eve traces CLI, the TUI viewer, the nitro host plugin, two execution steps) now import #tracing/*.

Pure move: git mv plus import-specifier rewrites — no code changes. The #* imports map is a wildcard, so no package.json/tsconfig changes were needed. Guard rule 15 (the @workflow/* import ban) now covers src/tracing alongside channel and harness so the move doesn't loosen that invariant.

A separate published package was considered and rejected for now: eve keeps nitro as its only runtime dependency and installs small (AGENTS principle 3), and this code is internal — a source module gives the same boundary without a new publish surface.

Verification

typecheck, lint, guard:invariants, 5,709 unit and 575 integration tests green; the two moved scenario suites (local-instrumentation-runtime*) run green against a fresh build.

The local trace spool (writer, reader, retention), the zero-config local OTel runtime, and the agent span capture (provider, content attributes, trace-state store, span-processor router) are a tracing subsystem, not harness internals — the harness only feeds them instrumentation events. They move to src/tracing, importable as #tracing/*. The harness keeps the instrumentation vocabulary the tool loop owns (lifecycle events, hooks, the AI SDK bridge, the runtime registry); tracing depends on that surface and nothing depends back. Guard rule 15's workflow-import ban now covers src/tracing alongside channel and harness. No behavior change. Signed-off-by: Chad Hietala <chadhietala@gmail.com>
