What does this PR do?

Add a Grafana dashboard definition at experimental/config/services/dashboards/verl_colocate_mode_vllm_train_monitor.json for RL-Insight observability visualization.

This JSON defines a provisioned dashboard that is loaded automatically when rl-insight server starts (see experimental/config/services/provisioning/dashboards/default.yml), so panels do not need to be created one by one in the Grafana UI. The dashboard uses the configured Prometheus (training metrics) and Tempo (traces / state timeline) data sources to visualize VERL colocate-mode vLLM training monitoring.
