Expire unanswered dispatched tasks

Summary

• Expire dispatched tasks that do not receive a worker result by their declared timeout.
• Remove the associated pending-task and worker-routing state on timeout.

Security changes

• None.

Usability changes

• Callers now receive a bounded remote timeout instead of a task that can remain pending indefinitely.

Tests/checks run

• python -m pytest tests/test_compute/test_dispatch.py tests/test_stress/test_stress_dispatch.py -q — 29 passed.
• make lint && make test — Ruff clean, mypy clean, 1106 passed, 2 skipped.
• git diff --check master...HEAD — passed.
• gitleaks detect --source . --no-git --redact --exit-code 1 — no leaks found.
