Publishes the last of the five gap-closure features to PyPI.

Why: the Raindrop competitor audit (2026-09-03) named ten gaps. Four landed in 0.12.810 (#5485 behaviour signals, #5481 self-diagnostics over MCP, #5482 cohort compare, #5483 hook lifecycle + personal-data redaction). This release carries the fifth, #5506: signal shift detection that opens issues with a ranked breakdown, and scheduled briefs posted to alert channels.

Verified: #5506 went green on all required checks with drift-bot passing; 178 targeted tests pass locally on the merged tree; the 0.12.810 daemon on the dev machine produced a real signals rollup and the hosted node page serves the cloud interceptors with a clean console. The cloud follow-up (interceptors for signalIssues and briefs plus the pin bump) is prepared and waits on this version.
