The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings

@vlad17 ☝️ I don't know why GitHub is showing this error, but GitHub Actions is free for OSS projects... Maybe it's related to your account.

i believe it is just a microsoft dark pattern to get my credit card information, maybe now required even for running free actions
