Why

Add scheduler wake hints with periodic backstop

How verified

CI runs Backend Docker-in-Docker Integration Tests, Build Service Image Candidates, Build Worker Base Image Candidates, CI Contract, Detect Changed Services, Fast Checks (Unit Tests), Lint (Ruff), Publish Service Image Release, Publish Worker Base Images, Required CI Gate, Service Image Entrypoint Imports on dbdd7953c5cc; the merge waits for them to pass.

Card: codegen-orchestrator-1697

Add the scheduler:wake hint contract and publisher, an opt-in event wait in
periodic_loop that keeps the interval as backstop, and a supervised listener
in scheduler-pipeline that routes valid story_completion hints. No business
transition publishes a hint yet.
