Deploy validates the GH_WEBHOOK_SECRET Environment secret as one safe token before any host write and writes it into the server .env as GITHUB_WEBHOOK_SECRET. The stand requires it for every suite before paid steps, renders it into the API environment, and holds it as a protected value of both service-tail redactions and both artifact admissions; a missing required redaction value fails the tail collection closed.
Other protected names keep their previous handling in the service-tail redactor. The new webhook credential tests take the current UTC time instead of a fixed calendar date.

Why
Carry the API's required GITHUB_WEBHOOK_SECRET through the existing production/stand deployment configuration and stand evidence redaction. This removes the known startup/configuration gap introduced by the authenticated completion receiver. It does not deploy, expose public ingress or activate a GitHub webhook.
