Pins setup-uv to immutable v7.4.0 before remote manifest resolution, retains exact uv 0.11.29, and verifies the Linux x86_64 archive checksum across framework, template-validation, and generated-project CI. Synchronizes the embedded framework toolchain contract and tests the rendered pins.
