Firewall step is irreversible #2

JAW adds a firewall rule to allow vlmcsd to bind to the KMS port. This step should be reversible, and should be reversed during safe uninstalls, but it is neither.

This firewall rule is not dangerous: it is bound to the vlmcsd service (which does not contain its own TCP stack, it uses Windows' through a clever hack) and thus, when the service is not running, it is completely ignored. But nontheless, JAW should not leave anything in the system after a safe uninstall.
