- prompt = trimmed DOM of one anchored card + the golden record + the field kinds; response = candidate selectors merged into the existing candidate pool
- hard rule: no candidate reaches a proposal without ≥75% golden agreement + the full Sentinel self-test — the trust boundary does not move
