Motivation

fspy_shm was the workspace's only direct rustix consumer, while the repository already standardizes Unix system calls on nix. Move repository-owned shared-memory and broker calls to safe nix APIs, retaining CLOEXEC guarantees and the Linux glibc 2.17 baseline.
