This PR is contaminated with controller files from the safe-autonomous-improvement-controller rewrite (PR #3).

Replaced by: Clean CI baseline PR from origin/master with only tsconfig.ci.json.

Status: Superseded. All CI changes will be handled in the clean replacement PR.

- Replace scaffold with strict AUDIT_ONLY/PREPARE/IMPLEMENT/PUBLISH/DEPLOY modes
- Unknown modes fail closed
- AUDIT_ONLY reads bounded metadata only, never mutates repository, index, ledger, or services
- PREPARE creates clean worktree and contract without commit/push/PR
- IMPLEMENT validates allowlist, forbidden paths, runtime state, tests, and diff
- PUBLISH stages named files only, blocks default branches, scans for secrets
- DEPLOY remains disabled by default
- Injectable command runner for isolated testing
- 14 passing isolated tests using temp repos, temp state, fake runners
- Pre-commit hook failure documented: missing cp-work-claim-guard.sh
The existing CI workflow runs `npx tsc -p tsconfig.ci.json --noEmit`
but tsconfig.ci.json did not exist, causing the type-check job to fail
before any tests could run.

This commit adds the minimum valid tsconfig.ci.json that extends the
base tsconfig.json and includes the TypeScript source files under src/
without weakening strictness settings.

Fixes baseline CI failure blocking every autonomous pull request.

Closing as superseded per the PR body itself: contaminated with controller files from the #3 rewrite. The clean CI baseline has now landed on main via #8 (merged, b0a1867), which makes the missing-tsconfig case advisory — superseding this PR's purpose entirely. Original head SHA recorded in the body: ccca666
