ci: move the semver baseline to v0.11.0 - #350

The stability candidate is on crates.io, so every pull request is now compared against it (docs/RELEASING.md, step 5). One literal, inci.yml'ssemverjob and the matching line of CONTRIBUTING §1 (gates-listedgreen).From here a removed, renamed or feature-gated promised item fails the gate under
patchunless a new candidate is declared. This PR's ownsemverrun is the first against the new baseline: tree0.11.0vs published0.11.0, typepatch, and it must report no change.
