コレクションリセットを再接続後もモバイルに反映する

PCのコレクションリセットがローカルのみで完了し、モバイルに反映されない問題を修正します。削除対象測定IDをPCに永続化してから画面を更新し、既存LANサーバーからACK付きcollection_resetとsnapshotで配信します。PC再起動後も記録を再送し、測定履歴は維持します。

0.1.4へ更新。bun run build、cargo check、Rustテスト4件（実HTTP/WebSocketのオフラインリセット・再接続・再送・ACK）、mobile pairing 8件とcontracts 3件が通過。実iPhoneのロック・TestFlightからのリセット確認は未実施。モバイル1.0.0 (5)も必要です。
