Adjust Makefile to target spec-generator - #255

The former Bikeshed online service was deprecated in favor of Spec generator (which now supports Bikeshed specs), and no longer exists. This adjusts the Makefile accordingly.
Bikeshed has become less tolerant about mis-sectioned HTML content. This fixes the offending markup (without attempting to re-indent the content to keep the diff minimal).
