Connect AAIS and CAB telemetry

• Add AAIS health bridge into ops-console telemetry and /aais/health
• Add CAB ledger telemetry summary and invariant status
• Surface AAIS Runtime and CAB Continuity panels in the ops-console UI

• npm run test --workspace @aaes-os/ops-console -- --run src/server.test.ts src/App.test.tsx -> 12 passed
• npm run build --workspace @aaes-os/ops-console -> passed
• live /telemetry reported AAIS connected and CAB invariants passed
