Add Electron desktop app with signed release pipeline - #26

Wrap the existing Next.js static export in Electron so Rescript can ship macOS/Windows/Linux installers alongside the GitHub Pages web app. Ports OpenDex's electron-builder signing/notarization, auto-updater, version cut scripts, CI/release workflows, and README download badges. next-env.d.ts is gitignored, so bare `tsc --noEmit` in CI could not resolve `@/assets/logo.png`. Add committed image module declarations and run `next typegen` before web typecheck in CI/release. Co-authored-by: Wassim Gharbi <wassgha@gmail.com>

Wraps Rescript鈥檚 existing Next.js editor in an Electron shell so we can ship desktop installers (macOS / Windows / Linux) while keeping the GitHub Pages web app.
