🔴 TypeScript upgrade blocks every gate

typescript@7 cannot install with typescript-eslint@8.69.0, whose peer range ends below 6.1. Every npm ci gate exits with ERESOLVE. Bypassing peer resolution still makes typescript-eslint abort while loading the ESLint configuration.

The root dependency set requests TypeScript 7.0.2 and typescript-eslint 8.69.0. The latter declares typescript: >=4.8.4 <6.1.0, so npm cannot construct the dependency tree. If peer checks are bypassed, typescript-eslint detects TypeScript 7 and throws while ESLint imports the configuration. The install, lint, smoke-install, and release workflows all use this dependency set.

Example: On a clean checkout, npm ci exits with ERESOLVE could not resolve. Running npm ci --legacy-peer-deps allows installation, but npm run lint then exits because typescript-eslint does not support TypeScript 7.

Recommended fix: Keep typescript within the range supported by typescript-eslint, or upgrade typescript-eslint to a release that supports TypeScript 7. Regenerate package-lock.json, then verify clean npm ci, lint, type-check, and build runs.
