Throwaway measurement PR for the require_extra_approval_for_unattributed_changes ruleset parameter on main: one commit and the PR itself authored by the wave-av-agent App (a non-Copilot App identity). Reads reviewDecision / mergeStateStatus and is then closed. Never merged; branch kept.
