Conversation
Replace the RFC-by-RFC status history with a short project overview, dated conformance and performance results, known limitations, and tested commands. The history stays in docs/rfcs and the performance docs.

Summary
Rewrites the README as a front page for the project. It was 445 lines, about 300 of them RFC-by-RFC history, and its status and performance claims had gone stale (the last performance figure was 2.85 times CPython's time).
docs/rfcs/, anddocs/PERFORMANCE-PROGRESS.mdcovers the recent work. The README now links to both.regrtestpath that didn't exist, the crate list (7 of 13), and theunsafeclaim, which is gone. It also now follows the style rules inAGENTS.md.Where the numbers come from

The sweep isn't clean. It reports 6 unexpected rows on

I didn't root-cause them. The README lists them as open rather than claiming a pass. The new CI badge can show red.
