Override TLS certificate cache

This tag includes the change that overrides certmagic's TLS certificate cache with Webscale's own cache. The differences between the two caches are Webscale's cache stores hostname to TLS certificate associations as opposed to certificate name to certificate associations. The SNI in the TLS client's hello message during handshake is what determines which certificate is served from Webscale's cache.
