bump and pin qbittorrent to release-5.2.3
bump and pin libtorrent to 1.2.20
Use version pinning since the old Dockerfile will try to pull in libtorrent 2.x which breaks qbittorrent compilation unless we specifically use their
lt20branch.Tested locally
