chore: add Orca worktree setup script - #2

Adds orca.yaml: python -m venv .venv + pip install -e '.[dev,all]' (pyproject.toml is the source of truth, not requirements.txt), plus seeding .vps.env from the main checkout. Does not run docker compose up (binds 8080/8770/8088) or pull Ollama models.
