ci(agent-policy): follow the central policy channel #170
Description
The repository has the generated HappyVertical playbook but is not following the central policy channel at runtime.
Migrate its generated lifecycle workflow from the current have-config source so each run selects the protected stable channel from happyvertical/.github. Do not repin a repository artifact digest; the channel is the single source of truth.
Acceptance criteria:
- generated policy workflow is current and channel-aware
- local hv-agent audit and workflow syntax validation pass
- PR is ready, released, and merged through the repository's normal protected path
