CI: permission-fence dispatch test times out on loaded runners #276
Description
main CI (workspace job) fails on job-workspace-runner.integration.spec.ts › "stops a dispatched assessment at the fresh native permission fence after revocation" with "Timed out waiting for queued job". The 3s terminal wait in waitForTerminalJob is too tight when the suite runs 11-15 min on the shared runner; it passes locally. Raise the ceiling (resolves on terminal event, so local speed is unchanged) and align the describe timeout.
