For 1-1 calls favor outbound stats and rtt from candidate pair in order to isolate remote peer connection degredation leaking into calculations.
Move quality index calulation into stats object. This is to be preperation for windowing operation to be implemented.
Smooth quality index with exponential moving average function having an alpha value of 0.2
