[Matcher] Implement deterministic per-instrument sequencing runtime

Summary

• remove wall-clock ordering tie-breaks from matcher core and trade metadata path
• add explicit per-instrument sequencing metadata to order processing
• replace hot-path global mutex ingress with lane worker sequencing runtime

Test plan

• cargo test -p atra-ob
• verify strict mode rejects out-of-order sequences
