Fixes #123
Note that this PR points to the STABLE KPIs per https://wmo-im.github.io/wcmp2/kpi/wcmp2-kpi-STABLE.html, and that the link is 404 until approved (draft is at https://wmo-im.github.io/wcmp2/kpi/wcmp2-kpi-DRAFT.html). Not sure if want to point to the draft instead, for the time being?
As well, this PR re-applies #244 which seems to have been lost in a previous rebase.
