feat: replace Control Room with focus inbox

What changed

• replace the stacked Control Room dashboard with the selected focus-inbox split workspace
• surface compact fleet health, disjoint work lanes, and a persistent non-modal decision/reply pane
• keep source-vs-rendered counts and unclassified work explicit
• correct the deploy skill so it refuses the retired runtime.env and preserves the canonical VM release environment

Product boundary

The right pane is only for blocker, next action, latest Pane 0 reply, reply, approve/retry/cancel, and Open full task. It must never absorb diffs, artifacts, dependencies, run history, or full agent output; those remain owned by the existing Boards task panel.

Verification

• focused controller: 11 runs, 122 assertions, 0 failures
• focused system: 5 runs, 23 assertions, 0 failures, 1 JavaScript skip in the earlier isolated check
• RuboCop touched Ruby/test files: no offenses
• production asset build: passed
• full release gate runs in hosted CI; live human verification follows exact-SHA VM deployment
