chore: prepare 0.9.13 development version

The published v0.9.12 tag now fixes its shipped contents. Prepare main for subsequent work by advancing the source and generated manifests to the next unpublished patch, 0.9.13, as required by RELEASING.md. Keep the OpenCode lockfile’s root version metadata consistent.

Validation: tests/prepare-next-version.sh 0.9.12, tests/build-plugin.sh, tests/check-release-version.sh, and tests/run-tests.sh --gates-only all passed. This is version metadata only: seven files, eight lines changed in each direction.
