Purpose

This pull request updates references to the WSO2 Docker image registry in both documentation and Dockerfiles to reflect the new registry location. This ensures that users pull images from the correct source and helps avoid confusion when building or running Docker images.

Registry reference updates:

• Updated the base image in the Dockerfile to use the new registry.wso2.com location instead of docker.wso2.com (docker-compose/is/dockerfiles/is/Dockerfile).
• Updated the documentation to instruct users to remove the registry.wso2.com/ prefix (instead of docker.wso2.com/) when using locally built images (docker-compose/is/README.md).
