[6.1.0] Update registry reference

Purpose

This pull request updates the Docker image references for WSO2 Identity Server to use the new registry.wso2.com domain instead of the old docker.wso2.com domain. This ensures compatibility with the latest WSO2 image registry and aligns documentation and Dockerfile usage.

Docker image reference updates:

• Updated the base image in docker-compose/is/dockerfiles/is/Dockerfile to use registry.wso2.com/wso2-is/is:6.1.0.0 instead of docker.wso2.com/wso2is:6.1.0.0.
• Updated the documentation in docker-compose/is/README.md to instruct users to remove the registry.wso2.com/ prefix (instead of docker.wso2.com/) when using locally built images.
