This text is accurate for PKESKv4 (which is what we use for now), but looking forward to PKESKv6, it omits the fingerprint entirely (originally with a version octet of 0, hence this text, now with a length octect of 0); so maybe we should just say something like

Suggested change
If the key ID is set to all zeros for "anonymous recipient", see {{I-D.ietf-openpgp-crypto-refresh}}
Section 5.1.8, the proxy MAY transform all PKESKs in a message that it is
If the PKESK indicates an "anonymous recipient" (see {{I-D.ietf-openpgp-crypto-refresh}}
Section 5.1.8), the proxy MAY transform all PKESKs in a message that it is

(and separately / later on we should replace {{I-D.ietf-openpgp-crypto-refresh}} with {{RFC9580}} everywhere ^.^)
