This patch documents the real GitHub constraint discovered after the outreach baseline: the archived upstream repository is read-only, so upstream issue replies cannot be posted.

Included

• Clarifies that outreach should fall back to repository metadata, releases, and this repository's Discussions when upstream issues are locked by archive status.
• Updates the README and outreach runbook so maintainers do not repeatedly retry blocked upstream comments.
• Keeps the repository-only policy: no public deployment URLs, no public streaming service positioning.

LibreTV Revival baseline

这是 wxst/LibreTV 作为维护续作的 GitHub 引流基线版本。这个版本面向仍在上游归档仓库里寻找可维护 fork 的自部署用户，只导向代码和文档，不提供公开演示站点。

Included

• 明确仓库定位：LibreTV Revival / 维护续作，面向个人学习、自部署和私有使用。
• 补充从上游迁移的 FAQ，覆盖没源、播放一直转圈、图片不显示、Cloudflare Pages、密码和代理问题。
• 增加上游 issue 回复准则和模板，要求只回复直接相关问题，不批量刷屏，不公开部署地址。
• 保留已有维护成果：Cloudflare Pages、默认源筛选、播放直链修复、图片 fallback、PWA、诊断页、源健康检查、CI 和版本规则。
• 可选源继续按分类管理；成人源保持 adult: true 且默认不启用。
