Apply proxy's battle-tested review/author rules to bench. Single source of truth, no duplication.

Apply proxy-level review/author standards to bench:
- Commit identity (tony.lin@intel.com + signed-off)
- Full review checklist
- PR maintenance cron rules
- Bot never merges
- Pre-commit required

- BOT_POLICY: bot MAY merge (loop mode) after 2 approvals + CI green
- REVIEW_POLICY: add review priority order (design value → design conformance → code quality)
- A perfect implementation of a bad design is still wrong
Stage 1: Design review (gate) — no value → CLOSE PR immediately
Stage 2: Code review — only after design passes, strict checklist

APPROVE — docs-only policy updates. CI green (lint + tests 3.10/3.11/3.12). Changes tighten branch/commit/review rules to match proxy-level standards. LGTM.

APPROVE — Docs-only policy alignment. CI fully green (lint + tests 3.10/3.11/3.12). Two-stage design gate, strict commit identity rules, loop-mode merge policy, and PR maintenance cadence all look solid. Matches proxy-level standards. LGTM.
