Stage 1: Design review (gate) — no value → CLOSE PR immediately Stage 2: Code review — only after design passes, strict checklist

APPROVE — Docs-only policy alignment. CI fully green (lint + tests 3.10/3.11/3.12). Two-stage design gate, strict commit identity rules, loop-mode merge policy, and PR maintenance cadence all look solid. Matches proxy-level standards. LGTM.
