What

• Store reusable canonical system/tool parts and version 2 request-header references in one acknowledged batch. Deduplicate against visible durable history across turns, concurrent preparations, forks and cold restarts.
• Resolve each selected header only from its preceding verified parts. Reject missing, conflicting, wrong-category or tampered references while preserving tool order, repeated references, V1 defaults, the materialized request API and exact dispatch comparison.
• Add the shipped resolver kit and ordered optional RequestSnapshot.requestEvents. Raw requests stays header-only; V1-only custom adapters remain valid. Raw-header consumers resolve V2 before using full system/tool data.
• Advance stored format to 10. Preserve both released fixtures and all model goldens byte for byte; update only the journal golden and development recording. Document part retention and sensitive-content handling.

Checks

• Full key-free suite: 3,200 pass, four expected environment skips, zero failures.
• Frozen install, zero-baseline typecheck, foundry self-check/demo, package build and strict packed verification: pass.
• Packed Node/Bun: resolver kit five checks and nine SHA vectors; real Agent/files journeys cover mixed V1/V2, dedup, cold restart, parent/child cutoffs, tamper/no-dispatch, committed ACK hold then SIGKILL/takeover, and read-only reopen. All earlier retry, failure, cache, overflow, maintenance, queue and restart fixtures pass.
• Audit: 32 other shape hashes and formats 1–9 remain unchanged. All 11 old/new fixture requests reconstruct identically. Both released journals and all three model goldens retain their original hashes.
• Generated docs remain clean; website and internal links pass. Bun 1.3.6 proxy repeat: 46 pass, two expected skips, zero failures.
• No live provider calls or credentials are required or used.
