What

• Release all 24 framework packages and 24 plugin definitions at 0.16.0, including native memory/RAG/PostgreSQL, large evaluation-run storage and the checked release publisher from PRs add native memory and temporal graph retrieval plugins #463, write and read evaluation runs larger than one string in parts #462 and add release:publish and count an upload npm failed but the registry has #461.
• Date the release changelog, refresh workspace lockfile versions and generated plugin references, and update the shared version in repository and website documentation.
• Record the release's session-journal and evaluation-run compatibility fixtures. The stored session format remains 17.
• Use the merged publishing helper to ship the complete package set together, then deploy the documentation from v0.16.0.

• Version audit: all 24 publishable manifests and 24 plugin references are 0.16.0.
• Focused integrated release, evaluation, compatibility, telemetry and script suites: 314 pass, 0 fail.
• Commit gates and docs generation: pass; empty baseline.
