Imports the annotated v0.9.8 engineering-workflow release and updates recorded provenance. Model routing now uses GPT-6 Luna/Sol by task, retains GPT-5.6 Terra as fallback, and reserves Astra for user-selected or confirmed exceptional work. Target upgrades refresh pristine managed agent configs while preserving custom pins.
Validation: marketplace tests 16/16, catalog/provenance verification, Codex and Claude plugin validators, privacy and Gitleaks scans.
