Add document, selection, block, and cursor read-aloud commands with native Windows speech playback, status-bar controls, and an Integrations setting to enable or disable the feature.
Resolve upstream changes while preserving the native read-aloud integration.

Adds native read-aloud playback, status controls, the Settings Integrations toggle, and regression tests. Verification: 260 affected tests passed, TypeScript typecheck passed, and the Windows Tauri dev app emitted speech start/finish/cancel events. Full check:all is blocked by an existing Windows CRLF issue in scripts/lint-console.sh.
