This Makefile sets up a contributor task runner that mirrors CI workflows for local testing and linting.
Added local setup instructions and pre-commit hooks for contributors.

Record the two DX/docs issues that landed since [2.0.6]: the Makefile + pre-commit task runner (#114, contributed by @propcgamer20-png in PR #125) and the per-audit reproducibility READMEs (#86). Both additive and freeze-safe.
