Context

12.29.0 ships the fix for the hook overload that timed out hooks with context deadline exceeded on 12.28.x: #58 (deadlines and bounded admission), #59 (per-event overhead), #63 (cc-transcript LRU), #62 (spawnllm), #55 (concurrent worker stop). Their changelog entries already sit under [Unreleased].

Summary

This PR moves those entries under ## [12.29.0] - 2026-09-14 and adds entries for the two merged PRs that had none:

• hookd: ⚡️ spell Claude Code's hook argv without the Python shim #53: capt-hookd run accepts Claude Code's hook argv directly.
• hookd: ⬆️ upgrade daemonkit to v0.28.0 #60: daemonkit v0.28.0. The Python tool install passes --refresh-package, and a stuck old host is signalled at 37.5 s instead of 90 s during an upgrade.
