R7: freeze corpus and publish held-out audit

Outcome

• freezes a preregistered 30-patch TypeScript corpus across six repositories
• adds the digest-pinned r7-rewind-v1 compiler/executor and immutable evidence summaries
• records development 9/12 end-to-end and frozen held-out 16/18 end-to-end validity
• publishes 18 outcome-blind expert packets plus a hash-bound agreement/adjudication join
• integrates the controllability/cold-relay concept direction without adding another quiz core

Verification

• npm run check
• npm test — 110 passed, 2 opt-in Docker tests skipped in the default run
• opt-in Docker integration — 2/2 passed
• npm run build
• npm run package
• 12 development and 18 held-out identities audited; zero residual audit containers/volumes

Honest gate status

The preregistered automatic R7 thresholds passed. Full R7 is still incomplete until two independent experienced TypeScript raters review the frozen blind packet set and disagreements are adjudicated. This PR does not claim skill retention or product effectiveness and does not start R5/R6.
